Proposed Amendment to the FEA Bylaws related to annual dues
In accordance with Bylaw II Section 6(a), voting on the proposed bylaw amendment to modify FEA Active Member dues will be conducted by a “simple majority of delegates voting by stand-up vote.”

Membership
Section 6. Membership Dues
- The dues required for membership in FEA shall be established by the Delegate Assembly. A simple majority of delegates voting by stand-up vote shall be required to amend the dues amount stated in these Bylaws.
- Members of FEA shall also be members of FEA’s local affiliate and shall (1) pay the dues and assessments on behalf of the local affiliate, FEA, and be a member of and pay the higher of the dues and assessments of the National Education Association or the American Federation of Teachers, to at least one such national organization as required by the policies of FEA and (2) shall make per capita payments required by the Florida AFL-CIO.
- The dues for each category of membership will be based upon a member’s annualized salary, as follows:
- Active Member Dues – Annual dues for active members whose regular annual salary is equal to or greater than the lowest base salary established for instructional employees within any school district within the State of Florida shall be two hundred and

Such dues amount shall be referred to as “full dues.” Notwithstanding the above, a dues increase of 1.2% shall be considered annually by the Goals and Budget Committee beginning with the 2023-2024 fiscal year.

Position Statement
As an Education Support Professional, my goal for the past 25 years has been to elevate Education Support Professionals, the expertise that we perform daily educating the students we serve, and advocating at the local, state and national levels for a living wage. No matter where I go, I’m always advocating for Our Education Support Professionals.
When Andrew, Carole and Nandi asked me to fill the vacant position as NEA BOD Seat 3, I was humbled that leadership and the FEA Executive Board saw in me what it takes to serve in this important role. My dream was to one day work for NEA in some capacity. Union work is all I have known for the past 25 years. Over the past few months while serving in this position, the team of NEA Board of Directors, who represent FEA have assisted me in skills and training to serve as NEA BOD.
The work is hard, especially when lobbying in Washinton DC. Engaging with our law makers is vital. I’m a firm believer in the power of collaboration, open dialog and member advocacy. With collective action, organizing, and member advocacy, I look forward to serving as your NEA BOD Seat 3.

Position Statement
We must continue to energize, mobilize, and organize! Since being elected to represent Florida on the NEA Board, I have and will continue to work with directors from all over the country to turn talk into action. I will continue working closely with the leadership and the other board members to help strengthen our great union that is the Florida Education Association. I will continue to use our collective voice to elevate the needs of all our members. I will continue to work with many leaders to promote public education and protect the rights of all education employees. We must partner with those who share our values from established organizations to parents and legislators. I will continue to enhance the vision and mission of our union by playing an integral role in the growth and success of FEA, NEA, and AFT. I am confident that my abilities to energize, organize, and mobilize others to build and maintain a stronger union, will continue to be an asset to the NEA Board.
Candidate Bio
Cartier Scott is a high school math teacher and track coach in West Palm Beach. He has always had a passion for education and making a difference in the lives of others. Early in his career, he realized the role the National Education Association played in the growth of his career and his growth as a person. At the local level, he has served as a building representative at his school, chair of the Membership/FYRE Committee, and currently serves on the board of directors for Palm Beach County CTA. At the state level, he currently serves as co-chair for the FEA Membership Development/Internal Organizing Committee, a member of the FEA Futures Committee, and is on the FEA Governance Board. At the national level, he has served on the NEA Board of Directors for the last 2 years and is grateful for the opportunity to continue the great work that he has been doing in that position. Cartier takes every opportunity to help grow our organization and to advocate for and give voices to the voiceless.
