The Florida Education Association (FEA) is the largest association of professional employees and the largest labor union in the Southeast, representing more than 150,000 members. FEA members include teachers, education staff professionals, higher education faculty and graduate assistants, retirees, education students, and early career educators. FEA represents the professional and working interests of its members and plays a prominent role in shaping state policies that affect public schools. FEA is a merged state association affiliated with both the National Education Association (NEA) and the American Federation of Teachers (AFT).

Position Summary

The Director of Human Resources (HR) serves as a member of FEA’s leadership team focusing on providing labor relations, employee relations, benefits management, payroll administration, staff and leadership professional development opportunities, event planning, and facilities management services. The Director of HR leads a team of five who each focus on providing support and services specific to their knowledge and expertise. The ability to successfully navigate sensitive situations and build effective working relationships is critical to the success of this position.

Qualifications

  • A bachelor’s degree from an accredited college or university is required.
  • A master’s degree or professional certification in human resources, labor relations, business administration, public administration, or a related field is desired.
  • At least five years of professional experience working in human resources is required; two years of managing human resources professionals is highly desired.
  • Professional experience in all aspects of human resources including EEO, ADA, HIPPA, FLSA, and FMLA compliance, position classification, compensation, recruitment and selection, employee relations, development and implementation of policies and procedures, and staff and leadership professional development is highly desired.
  • Experience managing health, dental, vision, EAP, long-term disability, and retirement benefits is highly desired.
  • Professional labor relations experience and working within a union environment is highly desired.
  • Experience negotiating contracts for professional services and business liability insurance is desired.
  • The ability to build and maintain effective working relationships is required.
  • Meticulous attention to detail and excellent organizational skills are required.
  • Ability to successfully manage high-priority projects with competing deadlines is required.
  • Excellent proficiency with technology and software such as the Microsoft Office Suite (Word-Outlook-Excel-PowerPoint) Microsoft Office 365, SharePoint, Zoom, and Teams is required.
  • Ability and willingness to travel, including overnight and weekend travel is required.

Primary Responsibilities

  1. Work closely with FEA’s Executive Officers, Chief of Staff, and leadership team to advance FEA’s vision, mission, and goals.
  2. Administer the FEA/FSO collective bargaining agreement ensuring compliance with recruitment and selection, disciplinary actions, grievance processing, position classification and compensation, travel and business reimbursements, and leave, health, and welfare benefits.
  3. Support FEA’s leadership team by offering guidance and support regarding all issues impacting staff and FEA’s work environment.
  4. Lead the HR Department by efficiently coordinating the services and daily HR operations through direct supervision of HR staff.
  5. Work with FEA’s leadership team to identify and implement policies and practices that maximize member services and support.
  6. Work with FSO to maintain positive labor relations and facilitate the regular gathering and work of the Joint Benefits Committee and the Labor Relations Steering Committee.
  7. Oversee the administration of all employee benefit programs including medical, dental, vision, life, long-term disability, workers’ compensation, and reemployment insurance.
  8. Work closely with insurance brokers and carriers to identify and maximize cost savings for all benefit and insurance plans/coverage.
  9. Oversee the administration of FEA’s 401(k) retirement and pension plans.
  10. Assist the Chief of Staff with management of human resources in accordance with applicable laws, FEA’s Affirmative Action Plan, and the FEA/FSO collective bargaining agreement.
  11. Represent FEA during collective bargaining with FSO and arbitration hearings.
  12. Oversee the management of payroll processing and recordkeeping.
  13. Oversee the implementation of annual salary increases and the fiscal yearend annual leave optional buyout.
  14. Ensure compliance with fiscal, operational, workers compensation, 401(k), and pension audits and recordkeeping requirements.
  15. Oversee the contract negotiation, logistics planning, and billing reconciliation for FEA’s cabinet, governance board, staff, and other large-scale meetings and events.
  16. Oversee the maintenance and upkeep of FEA’s headquarters facility, negotiating with contractors and vendors providing related goods and services.
  17. Oversee the tracking of FEA’s fixed assets including the lease/purchase of equipment, furniture, and supplies.

Management Responsibilities

  1. Advance FEA’s vision and mission by identifying opportunities for increased organizational effectiveness and efficiency through shared organizational learning.
  2. Recommend programs, policies, and services that are aligned with FEA’s vision, mission, and strategic goals.
  3. Educate FEA staff on the vision, mission, and goals of FEA, and responsibilities to members as owners of FEA.
  4. Contribute to the functioning and deliberations of the management team.
  5. Support planning, coordination, and implementation of programs and services across departmental and cross-domain boundaries. General Responsibilities:
  6. Strong interpersonal skills and diplomatic approach to managing relationships between local affiliates, service units, and staff from individual contributors to senior/executive leadership.
  7. Ability to deal with a geographically diverse organization with autonomous, membership-based operating units.
  8. Support activities that promote membership recruitment, engagement, and growth.
  9. Efficiently utilize technology and software such as the Microsoft Office Suite (Word-Excel-Outlook-PowerPoint) Microsoft Office 365, SharePoint, Zoom, and Teams.
  10. Other duties as assigned by the Chief of Staff.

Compensation & Benefits

Salary will be based on relevant experience and qualifications. FEA provides medical, dental, vision, life, and long-term-disability insurance to its employees and eligible family members with no monthly employee premiums. Additionally, FEA offers two retirement options, annual leave, sick leave, personal leave, and paid holidays.
