Education Jobs Fund Guidance and State Application

The US Department of Education has posted its initial guidance and state application for the Education Jobs Fund online at:

Since this was just released today we have not had time to do a full analysis- and we are sure we probably missed something- but we wanted you to have the information today. So here are some highlights of which you need to be aware:


  • Florida will get $554,821,008 for use during the 2010-2011 school year
  • States can distribute funds either based upon the FEFP formula or Part A of Title 1 formula (based upon the most recent fiscal year for which data are available).  (Guidance page 4 # C-3)
  • The state can only retain up to 2% of these funds (Application for Ed Job Fund, pg. 2, #4)
  • The other 98% must go to LEA’s for use during the 2010-2011 school year

  • The state cannot hold the funds for their rainy-day fund (Application for Ed Job Fund, pg. 2, #7) Note: we clarified with NEA/AFT: The State cannot hold the money for the next school year. The school district, however, can do so.
  • The LEA may use Funds to pay the salaries and benefits  of teachers and other employees who provide school-level educational and related services (Guidance pg. 6 # D-3)
  • The LEA may use Ed Jobs funds to restore reductions in salaries and benefits and to implement salary increases for the 2010-2011 school year (Guidance pg. 7 #D-6)


The Guidance document is very helpful, and locals should read it carefully- especially section D!


FEA PPA and OFS will be analyzing the documents thoroughly over the next few days.
