It was created by a Florida parent and educator who is disappointed in the Obama administration's stating its opposition to "teaching to the test" and then ignoring the issue. The creator of this petition wants people to recognize the subliminal impacts of the over emphasis on test preparation and consider how teaching to the test actually violates the civil rights of all students. The "standardized tests" are forced on schools by their districts and state governments, as a means "to evaluate student progress and teacher effectiveness".
